I have recently joined the community (see new members) but want to, on behalf of the College of Policing, engage with as many members of the SC as possible to seek your views on the design of a model to assess competence of SC officers in the workplace. The proposal arises out of the Winsor review in linking progression through the pay scales to performance and competence for regular officers. However Winsor also recommended that this also apply to the Special Constabulary but without the pay element. I would like any views or comments you may have on the any of the following - viability of all SC officers having an annual appraisal?, whether it should be the force appraisal or a slimmed down version?, if we don't use a PDR / Appraisal what should be used?, what would be the common denominator to assess competence of the core role of a constable (Independent Patrol, accompanied Patrol, something else)?, who should conduct the assessment? and how should we acknowledge and reward performance if pay is not an issue?. In doing this I also need to keep in mind that making it too detailed may lead to officers stepping back from the process or even leaving the SC because of bureaucracy which is not want I want. I will be looking at other ranks within the SC and what is suitable for those ranks but as the majority of members are at Constable rank I would prefer at this stage to concentrate comments at that rank I am happy to take your views here or via the Specials community POLKA page that is available to you all via the College of policing website.     Paying Specials

    I am doing some research about the payment of Specials for a presentation I am giving in the near future. More info about that when the time is right But for now I need to get an understanding of what schemes are being proposed or trialled. I have ploughed through existing payment threads, from which I have found out the following: Police forces definitely running trial schemes Cumbria West Midlands Humberside Grampian Tayside Of these, most seem to be looking at a 180 hour-per-year commitment for which they pay an annual "bounty" of £1,000. Police forces which might be running schemes Surrey TVP South Wales Police And of these, the only info I have is that SWP might be running a scheme paying an annual bounty linked to length of service and capped at £2,500 per officer. Other information Looks like the PSNI (Police Service of Northern Ireland) are paying their reservists (NI equivalent of Special Constables) at the rate of about £9 per duty hour plus £41 per month. So... can you help me? I don't want this to be another discussion thread, I am just trying to gather correct information here. So if you have anything about the payment trials which you know to be correct then please answer in this thread so I can update my information. If you do want to discuss pros and cons of payment (who doesn't!) then this thread is an excellent place to go.

  4. I'm pretty annoyed about this, I've been waiting almost a year for this because of bickering between the unions and I've lost out as a result. The whole thing is a farce with a payrise being "imposed".

I chose to post this topic in the Parade Room as I was anxious to get views and opinions from serving officers (regular and specials) who should have a legitimate and informed opinion rather than the public in general - at least for now. There is an idea growing within both the regular and special constabularies at present to re-design the special constabulary into a form of Police Reserve. I have personally heard the idea publically promoted by three ACPO officers over the past week at regional award ceremonies. A number of links to threads around this discussion are included at the end of this posting. Similarly, Chief officers and PCC's are going into writing in the local press floating this idea. I will summarise (as objectively as I can) the position and would be interested in views. A Police Reserve: Many Chief Officers (regular and special) have commented that the current arrangements for the special constabulary have served the police service well, but will fail to meet the demands of either service moving forwards. One suggestion is to formalise the Special Constabulary into a statutory reserve force. This could replace the special constabulary in its current form or be an alternative to it allowing both to run in parallel within forces. This would allow a transition phase and would not disenfranchise forces or individuals who did not wish to make the move. The most popular form under discussion is a model where the relationship is similar to that of the TA to the regular army. Such a change would require greater commitment and capability as compared to the existing special constabulary. It would also impact on transition to and from specials to regulars and vice versa. Unified rank structures and promotion processes would undoubtedly fall into scope along with greater demands on existing special constables and potentially their employers. However, it is a model which has worked in the Armed forces so shouldn't be dismissed as too complex or out of hand. This would clearly require both legislative change and amendments to police regulations. It may be seen as a threat by regular officers (particularly at the time of Windsor and increasing austerity) and specials (who may not wish to have the additional responsibility and accountability). However, it could also be welcomed by both providing a more professionalised reserve in support of regular officers as well as raising the standards of discipline and accountability within the voluntary service. From reading the articles and listening to comments from ACPO officers this appears to be a genuine attempt to professionalise the special constabulary without forcing a new model on any force which didn't want to adopt it. However, as a former officer myself, I recognise the political sensitivities on both sides of the debate and how it could impact on regulars and specials alike.   7. Anger at huge wage bill for suspended cops COPS raked in almost £5MILLION in pay while suspended from work, figures reveal. Scots forces paid out the huge sum to 170 officers under investigation for misconduct in the past five years. They include Central Scotland assistant chief constable John Mauger who remains in his £150,000-a-year job 24 months after being suspended over allegations of bullying. Lothian and Borders chief inspector Allison Strachan — suspended in 2010 and fined £400 in April for illegally accessing police files — still picked up her £80,000 a year salary until she quit last month. And a PC at Strathclyde Police — which topped the spending table by dishing out £1.8million to 34 cops — was paid £90,766 despite not working for two and a half years. Politicians branded the figures “unacceptable”. Tory John Lamont said: “The public will wonder what is going on.” A spokesman for the Association of Chief Police officers in Scotland, said: “This time next year Government will have replaced our outdated conduct regulations.   8. Hiya, I've been given a warning that I need to attend court (will be my first time ) so obviously I need to get time off work. Now as far as I understand it, work has to give me the time off but don't have to pay me. I claim back my loss of earning from the police. I'm just wondering what the process is regarding this in Wiltshire. Is there any particluar form I need to fill in? Thanks Handscombmp
  9. Join the march – Thursday 10th of May 2012 – are you going? I haven’t seen much mention of the upcoming Police Federation march at London on Thursday the 10th of May on the website and as the most visited Police form in the UK, who is going?? I have posted this in ‘general discussion’ to reach a wider audience as the march is open to all serving and retired Police officers, Specials, staff, friends & family and members of the public. In my opinion the basis for the march concerns everyone and is not restricted to ‘regular’s only’ or ‘regular’s zone’. If you are seeking to join the service in any capacity, then you need to be aware of the issues of concern as they will affect you. For those who are unaware of what I’m posting about, thousands of police officers from across the country are to march through London to show their determination to resist the Government’s unprecedented programme of cuts to police numbers and degradation of officers’ conditions of employment. Many within the service feel that we are currently being attacked by all angles from the current government in the form of the Hutton, Windsor 1 & 2 and Neyroud reports. Not to mention the 20% cut’s to Policing budgets. There are far too many issues to be mentioned in my post, but some of the more emotive to officers are; · Reduction in Police officer pay · Pay freeze for four years (last increase Sept 2010) · Direct entry reducing promotion opportunities · Buy-out of overtime · Police officers subject to compulsory redundancy (but without any employee rights) · Officers injured in the line of duty made redundant if unable to conduct ‘front line duties’ · Privatisation of some Policing services Please see more information here; https://www.metfed.org.uk/support/uploads/1334060804Fed%20march.pdf
