For any PCSO to have any powers they must be in uniform AND carry their designation card with them, without the designation card they have no power to do anything, even detaining people, so without it they are acting unlawfully.

Which is why I always carried a smaller version of mine printed on paper and folded up in the back of my PCSO ID CARD HOLDER. That way I was never going to risk not being legal as it was always either in my shirt pocket or in my tac vest.

Unless ofcourse the PCSO isn't granted detention powers by the CC, so 24a come into place, in uniform or not, off duty or not...

But any other power you had you wouldnt be able to use without it

I agree, but in reality if I had to use s24a in the first place, powers to require name and address etc etc would be pretty useless, the detained person would be dealt with by the attending Constable.
