Which would you recommend?

I've been looking at getting either Grafters Sniper 8 Waterproof Police Boot or Magnum Classic Cen as they don't seem too bulky and I want ones with 8in ankle...

I'm staunchly in the Magnum ballpark - have been wearing various boots of that brand for years. The Magnum Classic CENs, from what I remember (it's been a few years since I had a pair) are not waterproof, merely water "resistant", so if you end up putting your foot in the puddle, you'll get a wet foot, but they'll keep the rain out. They were, however extremely comfortable and didn't need any breaking in. I currently use Magnum Elite Force 8.0 WPI (and have been since about 2009), which are waterproof.

I can't comment on the Grafters, as I've never worn a pair.

I think both styles look Ok - at the end of the day it will come down to your budget and what benefits you want from the boot - for example a waterPROOF boot is great when it is chucking it down, but when it is really warm ( Yeah I know -- not that often) you will want a lighter boot perhaps with nylon side panels which will help keep your feet a bit cooler.

Idealy a couple of pairs to suit the weather conditions would work well but of course it is a bigger initial investment.
