Inner tube on bike slipped

Anyone any good with mountain bikes? If so, I was wondering if you could offer some advice. My inner tube has slipped resulting in my valve being at a weird angle which is ponting towards one of the spokes , I was wondering if I had to take the entire tyre off then re-align the inner tube or is there a way I can do it without taking the tyre off.

If you have a schrader valve it may well be that the valve isn't long enough for your rims. Just invest in some new tubes (I'd get some presta with a reasonable length valve)

The tube should be able to move a little. I put talc in on the tube/in the tyre to allow the movement, and ultimately the valve to be in the right place for the valve hole.
Spot on advice, and I think most decent local bike shops will have the split ring collets you speak of. I know my Mavic wheels always come with a set.
