Legislation To Start a Constablarly (not currently used)

Does anyone know of any legislation that exists, which is not currently used, that would empower a body to start a Constablarly?

I know of four, but I wondered if there were any more examples?

- The London Gateway Port Harbour Empowerment Order 2008 (Port Police for London Gateway)
- Wimbledon and Putney Commons Act 1871 (constables or bye laws)
- Public Health Act 1907 (constables for bye laws)
- Special Constables Act 1923 (appointment of constables for armament depots)

I remember raising the 'Public Health Act 1907' one a few years ago on here, it's the only legislation to my knowledge open to Councils and Local Authorities outside of London that enables them to attest their own constables for the purpose of byelaw enforcement.

 

I'm unsure just what kind of byelaws could be made under this act if I'm being honest, it's quite weighty to read.

 

I would see it as an improvement if more acts were available to local authorities/public bodies to appoint constables for the purpose of low level enforcement, perhaps then things would get done and the right people targeted rather then the easy pickings the quite powerless council 'enforcers' are somewhat infamous for going after at the moment.

The Energy Act 2004 to establish the CNC (replaced the Atomic Energy Authority (Special Constables) Act 1976.
